Currently, Attribute Rules can only be published with all fields visible. It would be helpful to be able to hide certain fields to tailor the editing experience when taking advantage of those attribute rules.
This functionality was implemented in ArcGIS Pro 3.2. Please let us know if the feature as implemented does not meet the needs expressed here.
