Allow ArcGIS Desktop and ArcGIS Pro to interact with ArcGIS Server Dynamic Layers

For years web developers have been able to interact with the fantastic Dynamic Layers functionality of ArcGIS Server services to alter the symbology of services on-the-fly, but users of Esri's flagship desktop software have been denied the same ability.  We've given up hope for this functionality to be included in ArcGIS Desktop, and were disappointed when the final release of ArcGIS Pro also lacked this feature.  Please, it can't be that hard.

This is a huge problem for us in BC Government. Our layers are published in such a way that causes problems with many ArcGIS Online widgets (eg. print widget) and also ESRI Operations Dashboard. the only workaround is to introduce data redundancy and extra (unnecessary) data mgmt steps - basically copying all our data onto the cloud.

Just a point of clarification, Pro can override the symbology/layer order/etc on-the-fly of a Feature Service.  It cannot (as of 1.4), as the original poster said do so for a MapService though.

I'm using arcgis 10.7.1 so perhaps some works now?

In arcgis online or in portal ur able to pick a map image layer and change its symbology, remove or reorder layers. and then save it, what u can't do is save as, it would be great if that could be implemented in portal and agol to save a new version of your map image layer.

what u can do today is add your service again to portal or ago and then change your map image layer and save it, but thats many steps and a lot of hassle.

also it would be great if it would be possible to change symbology in arcgis pro since its doable in portal and agol, i can't believe its not possible yet in arcgis pro? 

if u can't do it in pro then the ability to use portal or agol as a central role in your arcgis pro flow will be somewhat lost.
