Web maps with layers hosted on our ArcGIS Server are not loading into Explorer for ArcGIS after upgrading our ArcGIS Server to 10.7
Skyler Dewey it sounds like you are running into an issue that is currently a pain point for a lot of other users. There are some great details in the thread here Jul 2, 2019 5:44 PM, but in short the issue was caused by a Microsoft patch. Republishing the services from ArcGIS Pro or overriding the symbols from the Map Viewer should result in the features displaying again.
An example of one of our organizations web maps that are not working in explorer for ArcGIS is https://starkcountyohio.maps.arcgis.com/home/webmap/viewer.html?webmap=37f774307a81416a9fcefef62b64aef7 (Basic Parcel Viewer). The ios devices are all on IOS 12.3.1
