Email Subscription Service within Esri ArcGIS Enterprise Portal

Question

Is there an Email Subscription Service available in the Esri ArcGIS Enterprise Portal? Or can an API be utilized to create an Email Subscription Service where registered ArcGIS Enterprise Portal users can request a subscription to Content that is available within the ArcGIS Portal and then have that Content emailed to their email address of record until they request the Email Subscription Service be terminated?
