What's the minimum license requirements that would allow me to to create survey I can distribute to up to around 250 contributors who are not necessarily in the same organisation as me?

In order to just create the survey, you will need a Creator license, those filling out the surveys I believe may need a Field Worker or Mobile Worker licenses at minimum to fill them out, here is a link showing how to get out of organization users access: https://community.esri.com/t5/arcgis-survey123-questions/how-can-a-survey123-form-be-licensed-to-allow/td-p/1078421

The survey could be shared with everybody and you could send links to the survey to intended recipients.

No license required for them to fill out the survey via the web link.
