I get the above error when trying to upload a service from ArcMap and as seen here when trying to enable Feature Access through the server manager, this error occurs. I am not sure what is preventing this from being enabled.
Our current Oracle database has to be migrated to another host. The new host already contains a couple of databases, so it isn't possible to maintain the same hostname. I ran the ExternalizeConnectionString after I updated the datastore with the new sde file. I thought I was suppose to run the tool after I update the sde file with the new instance. Thanks for listing your steps.

Has anyone successfully implemented a way of auto-incrementing an integer field within a SDE (Sql Server) geodatabase? If so, would you be willing to share your method with examples? You may want to check this. Any time you edit a feature, you're inserting a new row into the delta table. I think your ID value will increment on every edit (assuming this is the only bit of sql in your trigger).
