Solved my own question.... was looking for an answer to something else ArcPad related and found this support article. Turns out the $GPGSV and $GPGSA options were not selected in GPS Controller. Once activated the Skyplot feature worked! Yay. https://support.esri.com/en/technical-article/000001890

I just had that problem, and after quite a while, we finally found a solution. Go into the ArcPad modules folder (C:\Program Files (x86)\ArcGIS\ArcPad10.2\Modules) and remove "ArcGISOnline.dll". Then just restart ArcPad. I had to put in the unlock code again, but that's it!
