Switching basemaps requires login

As of today, when a user my app switches the basemap to streets-vector, a login screen pops up.  Is the streets-vector basemap no longer free to use?

That doesn't happen in the BasemapToggle sample using that vector basemap

So, I just played around with that and you are right that it does work if you add streets-vector in.  But it is using the 4.1 api and I am using the 4.0 api. If you switch the sample to use the 4.0 api it has the same problem.

Is th 4.0 api still supported?
