Joining Subdivision to Parcel Fabric Error

"Parcel(s) can't be joined, because they are extend beyond the spatial reference extent"

Can anyone tell me what this means?  Considering their are parcels to the west, east, north and south why am I getting this error?

After restarting ArcMap it now has allowed me to add the subdivision.  Very odd.

That is odd.  There is also a button that will bring the joining parcels into the current extent.
