Best way to import all data and transfer to shape file from csv

I have a .csv file of 70245 rows of crime data. My goal is to import that into Arcmap and create a shapefile of points. Most of the data contains coordinates and I know the projection of those coordinates, But the issue is that 20% of the data does not contain coordinates. I also have an address field and a total of 34% is tied or unmatched when geocoding this huge file.

What is the easiest way to get ll of my data imported into my arc map, any suggestions or help would be greatly appreciated

split it ... one part, the records that have coordinates and use the  Adding x,y coordinate data as a layer—Help | ArcGIS for Desktop  then make sure you save it to a featureclass and use the Define Projection tool

          .... part two, the geocodeable stuff, what can be geocoded can fall a similar route on its way to a point featureclass

         ..... the rest... well

once you have the good parts together, then you can merge them into one (hopefully without issue)
