How to Open A file

Is there a widget or is it even possible to grab a table value that is not an URL but a path to a file on a local server that the system OS can act on with open file?
i.e. "\\gisdb\gis_production\managed_data\Public_safety\PrePlans\8401 W Monroe St- Council Chambers.pdf"
Or any ideal what type of script might work.

Out-of-the-box this is not possible due to security.  See the following KB Article for more information and a possible workaround:

What you need to do is create a virtual directory in IIS that points to your UNC path and then store that url in a field to use in your web map.
