Earth installs in Administrative mode. If you launch ArcGIS Earth at the end of the installer, then the launched instance will also be in administrative mode. In this case, Windows will block Earth from accessing Outlook, Drag and Drop, and several other functions. To get out of this state, simply close and restart Earth.
