Time slider configure time broken

Hi, can someone tell me why Configure time setting seem to be gray out for me.

I have test 2.16 and 2.15 and tested on 3 different machine across IE, Edge and chrome.  But my setting page is gray out

Are you sure that you have a time-enabled layer in your map?  It isn't enough to just have date/time data in the layer, you have to set the layer properties prior to publishing the service.

The configuration of the widget is disabled if there are no time-enabled layers in the map.
