I'm trying to deploy the Water Utility Network solution. I followed all the steps from (1) Creating an Enterprise Geodatabase, (2) Creating a Database User, and (3) Changing the connection properties of the enterprise geodatabase to the new database user. When I run the tool Stage Utility Network I get the error "ERROR 001904: SDE or DBMS admin user cannot create a utility network."

Is the geodatabase under the DBO schema? There's a bug in untools specific to SQL server and DBO.
If you change your workspace connection type to branch, it should work.

What DBMS are you using and what user are you connected as? See Create Utility Network—Utility Network Toolbox | ArcGIS Desktop for the restrictions.
SQL Server 2016. I'm connected to as the new database user I created. I'm used ArcGIS Pro 2.3.1 when I got the error. I downgraded to 2.2.0 and the Stage Utility Network worked fine.
