Fire Hydrant Inspections Solution for Enterprise

We recently moved from using AGOL to an Enterprise system.  I am trying to deploy the Fire Hydrant Inspections Esri solution and it keeps getting stuck at 29% then failing with the following message, "Fire Hydrant Inspections failed to deploy."  I reached out to my server management company first and they think its because I do not have a Notebook Server federated with my environment.  The requirement states,

  • ArcGIS Notebook Server (Advanced (Optional))

My initial thought was that Notebook Server was optional but maybe the advanced version of it is what is optional.

Does anyone know if it is definitely needed or not?  Or what else may be causing the deployment to fail?

It's best to contact Esri Technical support so we can properly diagnose this issue. 

An ArcGIS Notebook Server is not required to deploy or use the solution. 

For this solution, a Notebook Server is only necessary if you want to use the inspection assignment capability - https://doc.arcgis.com/en/arcgis-solutions/11.4/reference/use-fire-hydrant-inspection.htm
