Hello,
I am building an HMS model based on gridded data and have come upon an issue that I can't seem to figure out.

Is there a way to export a time based temperature grid from ascii to a dss using the "Generate DSS from ASCII Grid" tool in the GeoHMS toolbar?  From my understanding the DSS data type for this kind of grid has to be per-aver but that option does not exist in the tool.  I was hoping to circumvent this situation by editing the time series information right in the DSS but can't seem to do that either....  Any ideas on this are greatly appreciated!

Have you considered using the asc2dssGrid tool directly?
It's the command line tool that's included with HEC GeoHMS.

An example:
ASC2DSSGRID.exe INPUT="C:\inputTempGrid.asc" PATHNAME="/SHG/SCE/TEMPERATURE/01JAN2012:0600/1HOUR/OBS/" DSSFILE=" C:\tempOutput.dss" GRIDTYPE="SHG" DTYPE="INST-VAL" DUNITS="DEG F"

You get more options than using the toolbar utility.
