Going through a quick test on my side, I was able to reproduce this behavior with ArcGIS Enterprise 10.7.1 With this in mind, I recommend creating a case with Techincal Support. Doing so would allow for somebody to look into the issue further, get the proper resources looped in, and determine if this is known behavior or not. A couple of questions to help isolate the possible issue: Are you signing in to ArcGIS Online using built-in or enterprise logins? The ArcGIS Online account you're using will need to be a built-in account. Does your ArcGIS Enterprise portal have access to the internet? This is necessary to go through this workflow; this is elaborated on further in our documentation.

Considering this behavior occurs with both GeoEvent Manager and GeoEvent's REST endpoint, there could be a few reasons as to why GeoEvent is inaccessible (thus throwing that 404 error when being accessed). The documentation is referring to a hosted feature layer, meaning the data is copied to the ArcGIS Data Store. Because you're using a feature service that references the registered enterprise geodatabase, this option isn't available within the ArcGIS Enterprise portal because available because the administration needs to take place within the RDBMS itself. With this in mind, attachments enabled on the feature class will be respected in the feature service - so you should be good to go with your workflow in Collector.

Collector is designed to work with photos and videos that are on your mobile device. You will need to download the video from your GoPro to your mobile device via the GoPro App. From here you can add/edit a feature in Collector and you should then be able to add the video from your device's gallery. Good that you're using an iPad! In case anybody else has a similar question, Collector for ArcGIS (Android) only supports photo attachments (Work with attachments—Collector for ArcGIS | ArcGIS) but Collector for ArcGIS (iOS) supports both photo and video attachments (Work with attachments—Collector for ArcGIS | ArcGIS ).

Exactly. Like Kyle said, the file would need to be hosted on a web server that allows for it to be accessible through a URL. This is because inks in ArcGIS Online need to be URLs that can be accessed through a web browser (such as a web site or a file hosted on a web server).

Ever signed into your ArcGIS Online organization and seen two web maps, yet you sign into Collector for ArcGIS on your mobile device and only one shows up? If you are the owner of the web map, this could be due to only one of the web maps being editable; if a web map is editable, the "Edit" pencil will show up in ArcGIS Online or Portal for ArcGIS. If the web map is not editable, the "Edit" pencil will not show up - meaning the web map will not show up in Collector for ArcGIS. Web map without editing enabled: Web map with editing enabled: (Note the "Edit" pencil) What makes a web map editable? In order for a web map to be editable, it will need an editable feature service. The feature service can be hosted in ArcGIS Online or Portal for ArcGIS, it can also be coming directly from ArcGIS for Server. If hosted in ArcGIS Online or Portal for ArcGIS, you can check this in the item details and then edit the properties. Make sure the box for "Enable editing and allow editors to:" is checked. If the feature service is coming directly from ArcGIS Server, the feature service has to have Create, Update, and/or Delete enabled; without at least one of these operations allowed, this edit functionality will not show up in your web map. Making sure these feature services are editable will ensure that the web map iself is editable. Do note that if you make any changes to the services in the web map, it is best to open up the web map in ArcGIS Online or Portal for ArcGIS and save the web map to ensure the changes are saved.
