Interesting, since the Data Store is not stable this may be what is causing the hosting behavior. Are there any logs in the Server Manager that mentions the Data Store validation? Also one additional question: What version of the software have you installed?

Hello, Would you be able to check the validation of your ArcGIS Relational Data Store from your ArcGIS Server Manager? If the Data Store is not validating or throwing an error then that may result in not being able to add the ArcGIS Server as a hosting server.

Hello, Is the Portal content located on a local drive or an NFS drive? It may be best to contact Technical Support in order to have an analyst take a look at your system to make sure everything is healthy.

Hello, By chance when you created the collaboration did you place a feature layer or any form of content into the group that is shared between AGOL and Portal? If no content is added then the sync will say failed and the Guest will show as Not Joined.

Hello, I would ensure that administrative access has been given to the user running the license authorization. It seems from the error that there is some kind of security in place on the machine that may not allow the activation to be successful. Would they be able to try an offline activation?

Hello Derek, I would say that you may need to do a clean uninstall of ArcGIS Desktop as there may still be some registry entries leftover from the 10.1 install. There is a very handy tool from Microsoft that can assist with the clean uninstall of ArcGIS Desktop. *Disclaimer* This link will lead to Microsoft website. Any questions or issue with the tool will need to be directed to Microsoft as this is a non-Esri tool. https://support.microsoft.com/en-us/help/17588/fix-problems-that-block-programs-from-being-installed-or-removed That should help to clean up the registry on the system. Once uninstalled go ahead and install ArcGIS Desktop 10.6 once again to see if you are still receiving the error.

Along the same lines of Dan's reply here is the link for the Can you run it tool for ArcMap: Can You Run It? Now concerning the clock speed of the CPU: Our documentation outlines the best practices to run our software. Simply put it is possible to run our software using the CPU that you described but if there are any issue with the software or the computing then Support would not be available to assist until we verify that the hardware is up to our best practices. My own personal say: you will be fine with the Intel i-78550U since there is a max turbo frequency of 4 GHz. If you are running into compute issue with the base frequency then I would suggest overclocking the CPU and you should be fine.

Hello Adam, Please see the following BUG: BUG-000116596 ("Unable to configure tile cache data store if port 5986 is utilized."). The Tile Cache Data Store requires port 5986 to be open and listening. The problem may be that port 5986 is not opened on your firewall or there is another program utilizing this port. I would first check to see if your firewall allows the port to be open. If the port is open then try the next step: On the machine with Enterprise being deployed, check if the port is used by another program by stopping the ArcGIS Data Store service and opening a command prompt. Type the following command: netstat -ano | findstr 5986 If that command returns nothing then there is no program utilizing that port. If it does return something trace the PID to find the program that is using the port. Let me know if you have any questions.

Hello Justin, I am glad to hear that it is now working. More than likely this could either be a network issue(since it just started working) or a resource issue as you stated. ArcGIS Server and Data Store being on the same machine is normally not an issue but if they are ever competing for resources then that would explain the behavior we are seeing. It is not uncommon to see behavior like this if for some reason the machine was being pushed updates or maintenance was doing done on the Server unbeknownst to you. I would say monitor the machine for a few more days to see if the issue comes back, or speak with your System Admins to see if there was anything pushed out during the down time.

Hello Mo, It is possible to specify one port for the ArcGIS License Manager to communicate on. This involves altering the service.txt file on the machine with the License Manager. The instructions on how to do this can be found here: Configure ArcGIS License Manager to work through a firewall—Help | ArcGIS for Desktop Let me know if you have any questions.
