OK, that makes sense. Does this ring true: When making the publisher or administrator connection within ArcCatalog or ArcMap, supply the ArcGIS for Server URL, but leave the username and password field blank, select Finish and a Window pop-up with the option to sign in using the (Security Assertation Markup Language) SAML account.

Before you go down another route, I'd delete and recreate the connection to the GIS Server in Catalog. That sometimes helps to fix issues like this. There isn't another dialog to connect directly to the GIS Server that I'm aware of. There's the PORTAL login when publishing hosted feature services, but not for publishing 'classic' services.

You should be able to capture the network traffic with the F12 browser debugger. You can track down the request to the GIS Server to which the print tool was published. I'd expect there's an error there. If you can provide the error or request at the network level, it would be helpful to diagnose this issue.

When publishing to ArcGIS Server directly, you're publishing ArcObjects-based services. Those have ArcSOC.exe container processes. When you publish a hosted feature service, you're actually not using the ArcObjects model. Hosted feature services don't have SOC processes.

Yeah - I've seen issues related to 3rd party extensions in many cases. Because they aren't part of the default install, they aren't 'seen' during the uninstall, leaving them still registered as objects during the upgrade. If the extension version you're using isn't compatible, funky things happen. I'd uninstall those extensions and check with the vendor to see if newer versions are available.
