This appears to be BUG-000118431 - "The following error is returned when opening an existing project: "Opening the selected ArcGIS project failed. This project was saved using a newer version of ArcGIS Pro:.". There is no version number listed" where a recent support case saw this behavior as well. At this time, the Dev Team does not know what causes the error and are continuing the investigate. Question(s): how long is the *.aprx name? Is the *.aprx stored on a network drive or local drive?

@DanNarsavage_IDWR - you're correct! ArcMap, being a 32-bit application, does not support 64-bit field types that were introduced at ArcGIS Pro 3.2. You can read more about what's new in geodatabases here.

Before you publish the web map from ArcGIS Pro, I'd recommend building Raster Statistics and Pyramids using the Build Pyramids and Statistics (Data Management) GP tool first. Then republish your webmap. Does the behavior persist?

One thing to note, starting at ArcGIS Pro 3.0, the application was a breaking release. Meaning if you installed ArcGIS Pro 3.0 or higher, save the project file (*.aprx), then any ArcGIS Pro 2.x client will not be able to open the *.aprx. What release of ArcGIS Pro are you using to open the *.aprx?

With regards to your follow up question, please see the image below first: AliasTableNames.jpg In the Table Options, it seems #1 and #2 are already part of the ArcGIS Pro options to switch between Field Names/Aliases or Subtype and Domain Values and descriptions already. #3 is the previously mentioned ENH request. One way to get feedback on the ENH status is to call Esri Support Services and add your Customer Number to the ENH request.

There is an ENH-000123595 - Add option to switch between displaying Actual Field Names and Alias Field Names for feature classes at a Map/Project Level in ArcMap and ArcGIS Pro. It's in the Product Plan but I don't know when it will be implemented.

So the non-spatial table establishes a "connection" to the parcels polygon feature class. It will not export out to a point feature class. If your CSV has location data, like Latitude/Longitude, then you can run the XY Table to Point GP tool to create a point feature class. Even with this new feature class, you can still build a relationship class as well.

Another workflow to consider is: 1. Export the CSV to a geodatabase table using the Table to Geodatabase GP tool. 2. Create a 1-M relationship class of your parcels (polygon) to your meters (non-spatial table). 3. This workflow does not create a point for your meters in the polygon but does establish a relationship between your parcels and 1 (or more) meters.

@TL2 - the tables referenced in the help UN_<ID>_ASSOCIATIONS, UN_<ID>_RULES and UN_<ID>_SUBNETWORKS are for ArcGIS Pro 2.7 and higher versions if I'm reading the documentation correctly. The repository tables that implement GDB replication are tracked in the database are the following tables: the GDB_ITEMS, GDB_ITEMRELATIONSHIPS, GDB_ITEMTYPES, and GDB_REPLICALOG. The ArcMap help documentation has a much better description of these tables and can be referenced here. Lastly, I'm thinking the Global ID's created in preparation for GDB replication are what are used in the various repository tables to track all kinds of replication behavior. To my knowledge, there are no other tables created for this behavior.

One thing I see immediately is you're using one selected record for the Disperse Markers GP tool. I would move the slider for "Use the selected records" to the off position, clear selected records, and then run the tool again. Does it run properly or still throw errors?
