I tested this on my ArcGIS Pro 3.3.2 configuration using a File Geodatabase and am seeing the same results. There is BUG-000165681 - "specifying the time zone designator format for a Date field does not display the UTC offset specified at the service level in ArcGIS Pro." It's seen after when one share the feature class as a referenced Web Layer with feature access enabled. I know this is not what you're doing but it does mimic the same behavior of +00:00 seen at the end. I think they're related. I don't see another BUG specific to the file geodatabase though - may be worth reaching out to Esri Support Services to log a new bug related to this one but fGDB based rather than services based.

So I'm seeing the same thing with regards to spatial resolution of the Terrain:Hillshade layer as well. At 1:30000 and higher scale values, it's pixelated/blurry. And at 1:31000 and lower scale values, it's clear/crisp - see images below 1:30000 1:31000
The Live Feeds Status is showing everything as normal but clearly there's an issue - ArcGIS Online Health Dashboard. I think reporting an issue on this page would be the next step.

To add to the thread, this was seen in an Esri Support case and this was their solution: ArcGIS Pro was updated to ArcGIS Pro 3.3.0 and a workaround was implemented to stop the message of "Failed to open map view." Workaround: 1. Open the ArcGIS Pro project. 2. Opening each map for one at a time. 3. Remove the layers from that map. 4. Save. 5. Delete map. 6. Save project. Other items that may cause this error: broken data links, an attribute table is open when saving the *.aprx (close the table and resave the *.aprx), *.aprx is on a network drive vs. C: drive, or corrupted toolbox (*.atbx) - delete and resave *.aprx.

Another thing to try is in ArcGIS Pro Settings under the Application-General tab, click the radio button for "Show the start page" under the Start ArcGIS Pro item. Once ArcGIS Pro starts, open the project file (*.aprx). Does the project load?

This is definitely not expected behavior. My ArcGIS Pro 3.3 is zippy fast so no issues. In addition to the Can your computer run ArcGIS Pro link listed above, here is another reference to consider. Furthermore, one can always do a soft reset of ArcGIS Pro as well.

Interesting! So a question for you - what is the coordinate system of the raster mosaic? Is it a geographic or projected coordinate system? If geographic (i.e. WGS 1984 for example), I would recommend you run the Project Raster GP tool first to UTM or Stateplane. Then run the Raster Function again. Does the output change to expected results?

So there is the Business Analyst extension to ArcGIS Pro that has a geoprocessing tool (GP tool) called Generate Grids and Hexagons that can create a square, hexagon, or H3 Hexagon that can create polygons of a certain area (i.e. acres for example). Run the GP tool to create the polygons. Then it's just a matter of selecting the polygons and moving them over your points layer and deleting the polygons you don't need. I'm sure there's other ways of doing this.

Hmmm....so this is interesting. There was "BUG-000166109 - Select Layer by Attribute tool when run on a large in-memory dataset and returns incorrect results" thta I'm wondering may be the cause of your conundrum. You've mentioned you're on ArcGIS Pro 3.1. When the support analyst tested this on ArcGIS Pro 3.2 and 3.3, they were not able to reproduce the workflow. Question for you - are you able to upgrade your ArcGIS Pro to 3.2 or 3.3? If not, can you install it within a test environment to see if it's a 3.1 issue or something else? Please advise.

@RachaelChasse - I agree that it would be nice to have functional equivalency of chart types between ArcGIS Pro and ArcGIS Online! I did review the ArcGIS Pro Ideas page on Esri Community and did not see an idea for this item. I would suggest you create an idea for this chart type so it gets visibility with the ArcGIS Pro Developers.

I do not know if this will be implemented in ArcGIS Online/Portal but there is something called Exclusive Visibility that looks promising once it's setup for your web layer in ArcGIS Online/Portal.
