Snap GPS points to route

We need to map field data georeferenced by very noisy route data (collected from a consumer grade GPS) to a single, very accurate route located via RTK GPS. The route is in a zig-zag pattern with approximately 150 m long parallel runs, each separated by 2 m. If we use a snap-to-route tool considering the noisy readings as points or lines, some of the noisy readings are incorrectly snapped to (wrong) adjacent legs of the zig-zag route. We expected that a tool that merges two routes would overcome this problem, but have not found such a tool. We tried hand editing the noisy data points, but this takes too much time for practical use. We are currently on v9.3 (soon to move forward) and do have the Network Analysist extension and the PLTS v5 toolset.

Plan B is to collect field data using a more accurate GPS unit, but we are trying to minimize equipment costs for groups who want to duplicate our field protocol. Any suggestions would be much appreciated.
