How to enable and create a custom condition barrier parameter in utility network Trace

I am trying to create a custom GP Tool , In which i am facing issue in creating the condition barrier parameter inside the Traversibility Section , I am not able to understand how the condition barrier parameters are accessing the values from the network attribute. I am trying to do it in python toolbox inside Arcgis pro.
