Polling Place Locator Application

I am trying to set up the Polling Place Locator application and everything is working correctly except on thing.  I was wondering if you can publish a map service instead of Feature Service to test the routing.  I was thinking that I might be able to do this since I do not care about the comments.  If I have to I will push the project into sde, but did not want to do that until I tested that the application was working.  What happens when I click on the map is it just spins and nothing ever pops up at the bottom.  The correct precinct is selected.  Does the polling place service need to be a feature service so that the routing solution can get into the relationship class to get the polling place that corresponds with the precinct where the map is clicked?

The Polling Place application uses a feature service to log comments for a given polling place.  The feature service is not related to the routing.  We have not tested the latest version of the application with a map service and would encourage you to do so before deciding not to use the feature service.
