Parcel Editor message window "Transfer data (XML stream) has missing data."

When attempting to merge two parcels, I get the above message, and they do not merge.  What does this message mean? Thank you for any help you can provide.

Carol, please do me a favor, select the two parcels and go to the Parcel Editor dropdown - 'Save as XML' and attach the file (you'll have to zip it).  Once I have that I can debug the problem, thanks!

As I was testing suggestions from ESRI tech support, I noticed the following. I am able to merge the parcels in a shapefile. However, there are tiny gaps along one side of the parcels to be merged together. The merge process in the shapefile creates some small "donuts" in the new parcel.  These small gaps must have been created when the parcel fabric was built, as I cannot find them in my original parcel data.  Is there a parcel editor tool similar to the old "zipper" tool that can stitch this edge together? I think that may be the problem.  I have attached the shapefile containing the parcels to be merged (PID 581721110) and two adjacent parcels.  Please let me know if there is something I can do with the data (zip the edge?) prior to the merge to make it work out. Thank you.
