Help setting up Xray for local government

I'm trying to set up the Local government schema and I somewhat confused on how to set it up, the default geo database is not a database I made just goes to someplace on my c drive, I set it to my local government geo database,

how do i get it to open my xml file? 

the other steps are in section 3 are confusing me as well.

any help would be appreciated .

Hi Matthew,

   To open your XML file, click on it in the Catalog Tree and click X-Ray menu > Open XML workspace. If you want to go farther, click Edit and choose what part of the XML you like to edit.

   There is help documentation (Import Local Government schema topic) and X-Ray for ArcGIS 10 - ArcCatalog PDF (found in the X-Ray for Geodatabases pane in ArcCatalog, Help menu > About). Hope this helps.
