What would be the best classification method for comparing different time maps simultaneously?

Hello, 

My question is very simple and perhaps it has been answered elsewhere, but thus far I have not read a concrete answer to it.
I have 20 years of homicide data at the county level which I wanna show in different maps simultaneously. During this period, there was a significant increase in the overall trend. Considering that my variable had such a dramatic increase, my question is:

What would be the best classification method for comparing different time maps at the county level simultaneously? (Equal interval or Quantile?) Is there any technique or method to build comparable labels for cross-time comparison maps (i.e. consider maps with different ranks for 1990, 1995, 2000 and 2005)

I hope my question is clear enough. 
Any advice on this matter is greatly appreciated.

Are your data absolute amounts or rates ( ie X versus X/100,000 people).

What are the within year variations?

Do you have a plot/graph of the annual data?
