It looks like the installer is having a difficult time locating the R installation. Could you try opening the location
C:\Progra~1\R\R-34~1.3\bin\x64
In a File Explorer window and confirm that the path exists? It's possible that it's defined in the registry, but isn't actually installed at that location. If it isn't, it may be necessary to repair the R installation so that it registers itself correctly in the registry.
Alternatively, you could try this toolbox:
GitHub - R-ArcGIS/r-bridge-install: Install the R ArcGIS Tools
It works fine from ArcMap and ArcGIS Pro, and sometimes can correctly find installations that aren't otherwise seen.

Thank you Shaun. We had make this step (Access path) and reinstall and we can access to path and then, when reinstall, showed the same error. Apparently, this error is about of O.S (Windows 10, home edition) any configuration or other...
