Polygon shape similarity analysis

Does anyone has Python codes for turning function for comparing polygon shape similarity as explained in An Efficiently Commutable Metric for Comparing Polygonal Shapes by Arkin, Chew, Huttenlocher, Kedem, and Mitchel? Does ArcGIS have tool for shape similarity analysis?
