I am experiencing performance delays in 10.3.1 - on the simplest tasks.
Loading basic tools will take minutes, with a message of "Not Responding" displayed.
Any other reports of this issue with Desktop release?
Whenever I do an upgrade, I always take the time to Resetting your ArcGIS application profile. Have you?

I reset my application profile; Desktop Arcmap still is sluggish and I get
the message "Not responding"
Looks like the problem source is a corrupt mxd file.
Mxd files can get really large, slow and fragmented over time and make ArcGIS Desktop dog-slow.

I've just finally upgraded to 10.3.1...... and am experiencing very sluggish performance with creating, selecting, and editing all features. I've run the defrag utility with no benefit.
I was running 10.2 last Friday (Nov. 6, 2015) with zero issues.
Have you found a solution?
Whenever I update I reset my profile, and often try to work with a fresh MXD if I can.
Thanks Curtis. I did create a new MXD as I continued to troubleshoot. Worked perfectly...except when adding Group Layers. I can duplicate 5 data layers and continue to function perfectly. If I put those same 5 layers in a Group Layer, performance becomes extremely sluggish again with/without the layers being displayed.
