I am problematically adding a layer to a map and exporting to PDF. It is a point layer and it is added to the TOP. I am refreshing the TOC afterwards. Labels from other layers are overlapping these point features in spite of the fact that I set feature weight to high on the added layer. The layer whose labels overlap is not set to allow overlapping labels. Does anyone know why this is happening and what to do about it?
