Add black[jupyter] to libraries included with ArcGIS Pro 3.x

Since Jupyter Notebooks (and Jupyter Lab) and integral to ArcGIS Pro please include a code formatter for ipynb files in the default Python environment.  Since Black is included already, then perhaps black[jupyter].  Thanks for listening.
