Error when publishing anything larger than 50MB

In ArcPro 3.0.3, when I have a layer and right click to share as web layer to Enterprise 10.9.1 on Azure,

  • if it is under 50MB, it works fine.
  • If it is over 50MB, it errors out with the message: StatusMessage: Publishing tool execution failed 

I tried changing the Heap and SOC size, but that didn't help. Any suggestions?

@CW-GIS just a few billy basic checks if you haven't already:

Have you tried publishing from a brand new pro project and map?

Have you tried saving a service definition file and uploading to portal and publishing from that?

Are you able to view the performance of the ArcGIS server during publishing to see if the CPU or RAM are bottoming out?

Are you publishing a hosted feature layer or a registered map image layer or other?

Have you tried setting dedicated instances first?

I doubt changing the heap size would make a bit difference on a service that small. 50mb isn't especially massive.
