Tim Gallaudet, commander of the Naval Meteorology and Oceanography Command (NAVMETOCCOM), signed a Cooperative Research and Development Agreement (CRADA) Sept. 3 with Environmental Systems Research Institute Inc. (Esri), the geographic information systems company.
