Legend Wizard not available

New user to ArcGIS 10.1

I'm trying to insert a Legend into my map, but when I click the dropdown for insert, the legend wizard is colored light gray and not selectable. I'm very new to ArcGIS so I don't know how to code in Python or anything like that.

Can someone help me? I've been stuck with this problem all weekend.

view, layout view   Insert, Legend .... legend wizard opens up and everything is greyed out?  I assume you have a dataframe with some data in it??

Ah I see it now when I switch to Layout view. I thought I could see it in data view. Thank you.
