hello am on a mission to take GIS from the politicians' lip-service to real work in my country; Uganda in east africa. i start as a private consultant since i have just the basics of GIS i got in my urban planning degree class at university and online free tutorials. i now have lined up a meeting with the ceo of Uganda Investment authority and what the organisation to start using GIS to not only attract more investors but to also have a system to show how the investors are meeting their expected goals and also simplify the data flow. my plea is for the proffessionals to give me tips on how to hit the nail on the head in my meeting with country's investment boss, here is a link of the authority's website: Uganda Investment Authority - UIA: Your Investment is our Business - Uganda Investment Authority - U...

This is not my expertise, but you might search for GIS and ROI, "return on investment." We (Esri) has a website on it, http://roi.esri.com which might be one starting place.
