Rendering vector tiles (pbf) from a non-Esri web service?

Question: is there a way to use SceneView to render .pbf files from a site that offers .pbf files in x/y/z format?

I'm using a derived class from ServiceImageTiledLayer in my app to render raster tiles. Is there an equivalent layer that renders vector tiles?

Yes, It is. ArcGISVectorTiledLayer is you need to show pbf files. That thread could help you too.
