Locator created with Create Address Locator and included in mmpk doesn't work in Runtime SDK app

I have used the Create Address Locator tool in Pro 2.6.6 to be used in an mmpk to locate street addresses.  The locator works as expected in Pro.  I've added the locator to an mmpk.  When importing the mmpk into Pro, the locator works as expected.  We have a custom built app that uses ArcGIS Runtime SDK 100.14.1.  The app uses the locator in the mmpk.  When a user tries to search for an address in the app, the locator doesn't work.  I created another locator using the Create Locator tool in Pro 2.6.6 and included that locator in an mmpk.  This locator works perfectly in our app.

Why does the locator created with the Create Address Locator not work in the app?  Is this locator not supported by ArcGIS Runtime SDK 100.14.1?
