It would be useful to be able to change user types in ArcGIS online without having to have an unassigned licence. We wanted to swap two users who had a professional and professional plus licence but the only way to do it currently is to have an unassigned licence to swap one onto. Esri Inc granted a temporary licence in the end but support advised they wouldn't do it again and we'd need to delete one of the users, swap the other and recreate the first user to make changes in the future. This is a very cumbersome way of working, it would be useful to be able to manage user types without having to delete users, or pay for an extra unused licence.
