upgrading from 9.3 to 10.2.1 question

Trying to come up to speed with the transition from 9.3 to 10.2.1. Reviewing some of my old homework lessons. In 9.3 the lesson says to open the program and choose the Conterminous USA template. When selecting any of the layers there is no option to open attribute table. Is this a change, is the data is not available that way, or is there some other method to access the table?

It's because of BaseMap.

'Open Attribute Table' option will be visible by trying the following step:
TOC- List by Visibility-Right click on Base Map-Ungroup.
