Non-annotative labels rotating strangely

This is probably a simple fix but the only help topic I can find is for labels that don't rotate at all, and that's not the problem here.  I've made sure that "Rotate labels with data frame rotation" is checked but it doesn't make any difference.

I'm putting address labels (non-annotative) over the assessor map pages for my city.  The labels are rotated by an attribute field value.  The page layout requires my data frame to be rotated -90 degrees.  But when I rotate the data frame the labels that are at angles and the labels at zero angle behave differently from each other.  For various data frame rotations some are upside down while others are correct.

This is a known issue that started with SP3.  It will be addressed with 10.1.

Here are two related incident numbers in case you are interested in tracking:

NIM074169: "Rotate marker symbols with data frame" box in ArcMap Advanced Settings does not work in SP3.  The marker symbols always rotate even when not selected.
NIM075697: Labels with 'US Route HWY' and 'US Interstreet HWY'  turns upside down with the Data Frame Rotation applied

Thanks for the response.  But we have not installed SP3 so I'm at a loss to know what's going on.

I could be wrong about when it was introduced.  Contact Support Services and give them the numbers below.  They should be able to trace this for you.

If it is an unrelated, separate issue, they'll be able to log that too.
