NAIP Imagery only goes up to 2011 in WV(so far), so no luck there(though they should be flying it again this year, but it could be a while before the products are available). Depending on how large the area you need to find imagery for, selected areas were flown in 2012 by the sheriffs association for populated areas with 4in resolution.

If your project is fairly small in scope, some counties do fly their own imagery so you could try to get it from them.
