I'm not much of a GIS tech but I manage what my county needs as a parcel editor. I haven't had much luck finding anything but I am looking for a mobile solution for my appraisers to be able to take our digital apps out into the field to conduct parcel research. The rub is that I can't put my parcel data online due to a vendor contract. Does anyone know of a good solution for a program or app that would let me import my own data locally and have it to access away from the office without connecting to the internet to access? The ability to just view my parcels is whats key. The rest of the data is fairly negligible.
Edit: I would also need my annotation that are on a separate layer.
