interpreting & cogo'ing data for a simple curve segment from a survey map

There is simple curve segmentm in a survey mapm that I'd like to cogo into gis. I don't know how to interpret the 3 pieces of data provided and enter it into cogo. This is how I interpret the 3 pieces of data:

Can anyone interpret these 3 pieces of data and advise me how to digitize the curve segment "L"?

After querying my friend, Preston Denney, Churchill county, nevada, gis analyst, I can answer this question. Use the cogo traverse wizard to create a straight segment before the curve segment - select  tangent curve: for the first box  Angle = 3-50-20  for the box to the right Radius= 9950' check right or left [the add button should be active, allowing you to proceed
