Trying to create polygons in an existing Feature Class, Parcels, from a CAD data layer added to the map, representing a new subdivision. This was available in ArcMap, but when I try in ArcGIS Pro, the "Create" button remains grayed out. If I copy the selected CAD data to an existing Feature Class, Parcel Lines, and then select them from that, it allows me to create the polygons from that layer, just not the CAD layer. Not very effective for the workflow. Also, there doesn't seem to be way to add the COGO attributes to the new Parcel Lines, i.e Update COGO Attributes in ArcMap.
