Fit for Purpose Land Administration
The need for scalable, sustainable and affordable approaches

We live in an insecure era with climate change, conflicts, dense populations, and increasing poverty and inequity. Good land administration is a basic requirement for governments and societies to address these challenges.
Many guidelines, tools and frameworks have been developed, and are freely available to guide decision makers and professionals towards good land administration. Still, the practical implementations by Land Administration Authorities demand good decision support for making the best choices in IT, capacity development and financial investment.
The Fit for Purpose Land Administration approach is helpful in this decision support. Key elements in the systems to be developed is that they are scalable, sustainable and affordable. This is affected by the choices made for data modeling, technology and system architecture. The geospatial framework that is developed, should be in balance with the (national) legal and institutional framework.

About the presenter:
Kees de Zeeuw recently joined Esri (2022) as Principal Consultant, acting as the Practice Lead on Land Administration for the Geospatial Authorities Department. His expertise is on land administration, e-governance, geo-information services and Spatial Data Infrastructures. He holds an MSc degree in Land and Water Management (1988).
He has worked at Dutch Kadaster from 2007 till 2022, of which 12 years as director of Kadaster International. In this position he has been co-chair of the Expert Group on Land Administration and Management of UN GGIM and was member of the advisory board of the Land-at-Scale program of the Dutch Government. He started his career with long term assignments in Mali, Rwanda and Bolivia (5 years) and worked for 10 years at Wageningen University and Research Center in The Netherlands.
