The ArcGIS Online map viewer is a great app for authoring web maps and more. But for a variety of reasons it's just not the best option when you want to make your web maps available to a broad audience, for example decision makers in your organization, or the public.
Yet often I'll see the map viewer used on public organization home pages, public galleries, and other public places. There are lots of other alternatives, and most are better for a more public audience. And they're easy to use and configure to boot.
