Geometric Network not showing errors based on Configuration Manager

I am in the process of converting our City Sewer data from the Geometric Network to the Utility Network.  I am seeing some things in the Geometric Network that are confusing.  For example, in the image of the Geometric Network Configuration Manager shown below, it looks like it's not acceptable to have an Isolation Valve on a Sewer Lateral.  However, we do have a few of these, primarily in the part of the city that has vacuum sewer.  When I run "Verify Connectivity" on the features, it does not show it as an error.  Am I misinterpreting the display of the Junction Rules?  Thanks for your assistance.
