When reclassifying the "ext_children" layer using the Spatial Analyst reclassify tool, the process does not seem to recognize the lower and upper limit percent children age 5 or less, and as a result the output layer gets classified as zero (0) rather than a 1 and 7, respectively. The lower and upper break values are 0.00789 and 0.128524, respectively. The workaround is change the lower an upper limit class breaks, but it seems the software should recognize the class breaks as is. You can step through the exercise in Chapter 20, and you should be able to duplicate. The output of exercise 20b Step 14 is the issue.
