Does this asset group/asset type have a terminal configuration with at least one upstream terminal?
It would be nice to have the solution to this incase another user encounters the same issue: I assume that the specified asset group/asset type listed in the tool did not have a terminal configuration assigned with at least one upstream/downstream terminal?
I found the same issue myself all because that specific AT didn't have a terminal configuration. It can be a catch as there is no obvious warning for the user.
After setting a terminal config it all worked fine in my case.
I can see how this might be confusing, but the tool is attempting to be smart in filtering the categories that are not applicable.

NOTE: Subnetwork controllers in a domain network with a partitioned tier definition must first have a directional terminal configuration assigned before the network category can be set.
If you execute this from python, the following error is received:
ERROR 001882: The terminal configuration of the AssetGroup / AssetType must be directional in partitioned domain networks. The terminal configuration must have two or more terminals with at least one upstream terminal assigned to the Subnetwork controller category.
Failed to execute (SetNetworkCategory).
